Recommended Runes: 3 Strength 1 Speed/Team Speed, 2 Strength Counters Collateral Water / Water Cataclysm (Collateral for 65 Special dmg + 50% AoE Freeze, 29s, 3 CD) / (Cataclysm for 75 Water dmg, 28s, 1 CD). Pinguin Honor (55 Water dmg + Freeze, 31s, 0 CD). Water Warriors (55 Water dmg + Self Double Damage, 31s, 2 CD). Aqua Bombing (AoE 35 Special dmg + Stamina Leak, 37s, 3 CD). Recommended Moveset Just smile and wave boys, smile and wave. Only negative effects are Stamina Leak and Freeze. 
Overall he isn't great, but pretty decent. He has some high damaging skills like his 75 water skill with a low cooldown and stamina cost, he can further boost his power with double damage and has a 50% chance AoE Freeze/Single Target. 2.1 Just smile and wave boys, smile and wave.Ĭhill Bill is a solid Water monster, especially for beginners.
